"Safe Haven" refers to a massage establishment that is not a sexual service establishment, but which employs beautiful, young, female masseuses or therapists like you would find in a sex place, and caters to the same upscale gentleman clients. Such a place is considered a safe haven since nothing illegal is going on, yet it's acceptable to be a pretty and playful young massager in order to earn gratuities from appreciative gentlemen customers.
I found my first safe haven in New Jersey in the early 1990s after I left Virginia and before I set up shop in New York. I was able to work as a massage therapist for clean, intelligent male customers who often were more interested in a friendly face and attentive conversation than massage therapy. While I am sure the rules were sometimes broken (see YMMV) we actually worked hard to keep things clean and safe since it was so comforting to have a safe place to work with like-minded people, and so rare to find a massage parlor owner willing to provide such a resting spot and strong enough to keep it all clean and safe.
